Scott Richards is an Attorney at the law firm William R Richards PC, in Indianapolis, Indiana. Scott is licensed to practice law in Indiana and Florida. Scott has been active in Tax Sales since 1985. Scott handles Tax Sale litigation throughout all of Indiana’s 92 Counties. Scott has also won several awards for collections. Scott is a graduate of Western Michigan’s Cooley Law School. Scott is a host to this Seminar.

Marc L. Griffin is a private practice Attorney in Indianapolis as well as an Indiana Real Estate broker. He is a graduate of Indiana University School of Law in Indianapolis. He has been active in Indiana Tax Sales for more than 38 years and has drafted legislation that reformed the State’s Tax Sale process.

Brian Hicks is an Attorney and Real Estate broker in Indianapolis, Indiana. Mr. Hicks is a graduate of Indiana University’s School of Law in Indianapolis. Mr. Hicks has been active in Tax Sale litigation for more than 20 years and has represented appellants in numerous published Tax Sale opinions. Mr. Hicks will discuss new Tax Sale case law.

William (Billy) Richards, Jr. is a licensed Real Estate Instructor and licensed associate Real Estate broker. Billy has 32 years of experience in Tax Sales, beginning in 1985 as a Title Insurance Abstractor and as a private investor. Billy actively buys Tax Sale liens for investors throughout all 92 Indiana Counties. Billy is a regular speaker on Indiana Tax Sales at nationwide Conferences & Seminars.  

Judge : Kevin Barton is Judge for Superior Court 1 in Johnson County. Judge Barton was admitted to the Indiana Bar in 1980. Judge Barton will present his viewpoints on Tax Sales from the Johnson County bench.

Judge : James M. Carr is a Federal Judge with the United States Bankruptcy Court Southern District of Indiana. Judge Carr will lead the bankruptcy panel discussion on bankruptcy’s effect on Tax Lien Sales.  

William J. Tucker is an Attorney and Federal Bankruptcy Trustee who has practiced law for more than 40 years. Mr. Tucker’s legal practice focuses in the areas of real estate, business and bankruptcy.
Katherine A. Starks is an Attorney in private practice in Greenwood, Indiana. She received her JD from Indiana University School of Law in Indianapolis. She will be part of the bankruptcy panel for this Seminar.
Andrew Seiwert
is an Attorney practicing law as General Counsel at the Indiana Finance Authority.  Mr Seiwert has over 25 years of experience in Tax Sale litigation and advising clients.

Mark A. Jones is a Judicial Magistrate for the Circuit Court of Marion County. He will present a Marion County judge’s view of the Indiana Tax Sale.

Greg Ullrich is an Attorney for Health and Hospital Corporation of Marion County. He will discuss the effect of Code Enforcement liens.    

Andrew Drake
is an Attorney with Meridian Title. Mr. Drake will present on Title Insurance issues & solutions for Tax Sales properties.

Brian E. Dickerson is an Attorney with a national criminal defense practice which includes a focus on Anti Trust violations and Securities Fraud violations. (Written Materials Only).
Alex Bruggenschmidt is an Attorney who will bring extensive Tax Sale litigation experience to his presentation on the duties of Counsel as the County Attorney for several Indiana Counties.
